Besides that it wouldn't seem fair to the people with aids, here's my thoughts on your question/proposal:

It would never work because new cases are discovered every day. A lot of people don't realize they have HIV and could discover they carry the virus after 4 or 6 years as they have no symptoms but transfer it to others.

Cuba has been doing it for years, and it has slowed the spread. The camps that they live in give them the best medical and food that they can get. They are better off than if they live in the streets. I dont mean that they are street people.

They live in small cities that were built to them.
