Can't see you logic here, if he's paying to get top listing on good sites it's becasue he can afford to buy them and does not need to wait in line hoping for a free listing. Most webmasters don't pay for listing because they can't afford to, most can't afford to buy $20 worth of content.

But I can see why some would be jealous that he can afford to buy.
