US companies sold the basic ingredients for chemical weapons to Iraq. So, the US government did not provide Iraq with chemical weapons. However, the US did allow the basic ingredients for WMD to be sold to Iraq (even after Iraq had used chemical weapons) knowing what they would be used for.
It is speculated that the US government also gave information on how to develop WMD, but that's exactly what it is - speculation.

I don't really feel like looking up the information on it again, but these are the facts, which you will find if you look it up yourself (probably a good idea).

Its not a secret dude, the Pentagon has been quite honest about it in fact. I don't have a link for you but if you search you'll find something. The U.S. provided Iraq with weapons during the war with Iran because they were fighting a "common enemy".

But this is the flaw our leaders seem to never learn, just because they are your allies now does not mean they always will be, yet our presidents still seem to think we should give out weapons to every card shark who happens to hate the same people we hate, only to turn those same weapons against us in the future.
