There are webmaster resource sites/boards that sell banners for $300 a month that generate under 100 clicks.

Good luck getting 1000 visits from webmasters for $30.

Then how much does webmaster traffic sell for? I have loads of mainstream webmaster traffic which I send to adminshop.com, but if the price is good on it I can sell it.

I'm completley serious.
If I really wanted the best webmaster traffic for the price I would email web site owners I knew that had webmaster traffic pages (submission/info pages) and I would strike deals with them there.

With as many different people these days that are there competing for webmasters, you'll have to get creative in your methods of drawing attention unless you're prepared to spend a lot of money.
