The fact that no one has ever heard of this sort of behavior from him before is suspicious. My governor took that time to sell road contruction contracts for the area around his neighborhood (which didn't need road work, although the major interstates did) and took a kickback as a sort of sales commission. All this was while our state stopped issuing state employee's paychecks for 2 weeks due to an empty treasury.
