Whats the deal with these gangs (pic)
On San Andreas? Should I go around trying to recruit new people already wearing green and have them just stand around, or do I only need to recruit them if I want to go into another territory and try to start a gang war?

You only need to recruit them if you want them to go do something with you. Frankly, though, they are pretty worthless. I just buy body armor and a shitload of bullets and handle the gang wars by myself.
