      Tell the seller that you work at the police department and you want him to meet you at the station to exchange the money for the car and title.

      That should do the trick.

                  I cant believe some people on here. Heres a hint go research were the "other" vin and markings are on said vehicle. Like transmission numbers and so forth. NOONE is going to keep a stock vin on a car unless your buying it from the ghetto
