I would think that if you were going somewhere alone then you should go to another country and stay at hostels. You can make good friends who live in that country and aslo with people from around the world.

Well you'll be wasting some money in the sense that you'll have to cover the hotel/rental car all by yourself vs splitting it. Being able to meet people and have a good time reallly depends on what type of person you are and where you'll be staying.
