Partner accounts are what some TGPs use to deter cheating and such. The way it works is by you applying for one and giving the TGP some info about you and some sample galleries to see if they would like you as a Partner.
Being a Partner is useful because the TGP owners lay more trust in you than if you were a regular submitter. Though they are not as useful as they used to be (as even Partner cheat nowadays -it's ridiculous) they are still very effective with some TGPs and you will get more traffic and better listings so it's good to have.
You can get content to use on galleries from sponsors themselves, such as SilverCash, or you can buy content.

Free Hosted Galleries (FHGs) are a tool for TGP owners to use to fill up their listings with fresh, cheater-free galleries. FHGs are NOT for submitters to use. Some TGPs will blacklist you for submitting a FHG to them, it just wouldn't make sense.
You can use content from FHGs to build your own custom galleries but I would advise against it. FHGs are all over the place, and such the content is seen a lot and thus, the TGP owner looking for fresh, good content will reject a gallery that has overused content. Your best bet would be to get a pass to the Member's Area (MA) and grab content from there, or just use the content a sponsor has available on their affiliate program site.
"Recip" is short for Reciprocal Link, meaning a link to the TGP you are submitting to. Usually a gallery you make should have 3-4 recips at the top of the page but this varies greatly from TGP to TGP. Your best bet with this would be to read the rules on each TGP and follow them.
Some don't want any recips, some want 5.
AVS is short for Adult Verification Service and I know very little about it so i'm not going to try to feed you wrong info.
