Be short and to the point. Just say your policy is to refund any appraisal fee for anyone who makes an actual purchase. Tell him you do not spend money up front on potential sales.

Let me explain how this scam works..

A company sends out offers of $XX,XXX for your domain.

Then they have another company ( the appraisal company ) charge you money to appraise your domain.

If the appraisal is worth more than $XX,XXX then they buy it off you. If the domain is worthless they still make $200 for the appraisal. Its a no lose proposition for them.

One way to tell if they're scamming you is to tell them to get the appraisal...let them pay the 250. If they balk, they're scamming. If they really want this domain for 75k, 250 dollars is a drop in the bucket.
