The same DMVs (department of motor vehicles) that issue the DLs also issue IDs for those who don't drive. They look just like a driver's licence but state that they are only for identification purposes.

Most american's have one or atleast an Identification card... my cousins don't have a drivers license they live in NY and commute they don;t need on

Too many stupid kids driving and too many old people who probably don't realize that they are driving one.

I'd say 98% of white people between the ages of 18 and 45 have a DL. The other 2% are mentally ill or too damn poor. If you include the 45+ crowd, blacks, mestizos, etc., I'd guess roughly 72% of the American population has a DL.
