Have you heard the complaints from the US government agencies that they don't have enough funding? Think about it.. think about how many spammers there are, and how many have been brought to the courts, police, etc etc. How many illegal things do you see on the net each day? How long do some of those sites that should be banned TAKE to be banned?

In an ideal world - those who perform or are planning to perform illegal or hate or anything like that activities would be captured at first thought.. but unfortunately, we don't live in an ideal world.

It's smart to be safe and there are plenty of encryption programs out there for your email and IM convos, but in the final analysis, the government (any government) just doesn't have the ability to monitor every single person and every single conversation, every post, every email..

Well, that's my opinion anyways..

Using huge hash tables, this job would still be outside the scope of possibilty, and passive scanning of computer conversations etc. would take some huge computer power.
What about point to point communications like fiberoptic, do the government monitor that too?

I think the government might monitor SPECIFIC data, people and places however ALL?

"Domestic Security Enhancement Act" (aka Patriot Act II) pushed through it will strengthen it's powers.

The PA can be twisted to regulate the internet. It was recently used to take down some media activist websites.

DCS1000/Carnivore is only allowed to capture certain subscriber information too, if static then by IP address, or if DHCP it will sniff RADIUS sessions to find new IP, + Email sessions, there are way better methods + tools in opensource, dsniff, IMHear,altivore, angst, ettercap etc.

A long cry from capturing all traffic, using some regex magic on all internet traffic looking for keywords, in some clandestine underground NSA lab, while I do imagine certain places/people are tracked/tapped I don't believe the whole Internet is, the job would be mammoth scale, evidently however terrorists are using encryption/stenography to protect communications, so they evidently believe it.

It is ironic that people believe that the U.S government can do all this internet recording, extract information etc, dropping little bits of your IM's in a folder named "Investigate" when in reality the U.S cannot even secure it's networks in the D.O.E, Pentagon etc. from attack/penetration, also look at the sigint the NSA/CIA said they monitored before September 11th, it didn't exactly make my knee's quake.
