Im looking to build a website that people can view and enjoy on thier cellphones. what size image is best used for this type of application also what size should I make the page layout to be best used for this?

It is very difficult to say, because it depends on mobile: memory of the phone and resolution of screen. If for example the picture size is very big, the mobile can not open it.
Make some examples, so I can check.
