Actually they are... If you look at most quotes regarding the two subjects and any budget allocations they do fall into the exact same category. This according to Bush himself. You even admit it in the subject line of this post. 3 1/2 billion into security and jobs constitutes rebuilding, out of 18 billion for "The Troops." Of which not a single dime has gone to the troops yet, the only money has gone out to Haliburton.

Most brain dead people...such as yourself are usually misinformed. The 18 billion was not for the "troops" 69 of the 87 billion was for the troops...18 billion was for the rebuilding of Iraq...of which 3 1/2 is being diverted to security and job creation.
