Mark that footage is from the movie Billabong Odyssey. That particular sequence was shot on the Cortez Bank which is about 100 miles off the coast of San Diego.

Billabong a few years back ran a contest where the challenge was to surf a hundred foot wave. If memory serves me correct they offered a thousand dollar per wave foot height in reward money to the surfer who surfed the highest documented wave.

Also if you like that clip i highly recommend checking out Step Into Liquid which is another good surf movie or Laird which is a movie on Laird Hamilton who was the innovator and remains the top dog in tow in surfing. He was the body double for the 007 big wave surfing sequence in Die Another Day.
