I know that happens on dropped domains, but I don't think it happens on active domains.

It's been my experience as of late that transferring ownership has had an impact on PR.

I have noticed this only when the date of the domain has passed its registed date.The domain hasn't expired but dont be late on renewing your domains is my tip.
