I think it totally depends on what site it is.
Smaller mom/pops probably won't have a problem with it where bigger ones may.....this is just my guess.

Link whoever you want. A lot of big sites get traffic because hundreds and thousands of little sites send them just one click a day. But, I really see no reason for you to link someone if there's no benefit for you.
