It's the ISP, probably. Check with IPK about it, he's having the same issues.

A few weeks ago I wasn't able to get to pool for a couple days, then I realized it was when I used Firefox...when I used IE I could get to it. Then a couple days later the problem went away and I can use either browser now. Very strange.
