I may have a solution for you, depending on how you are directing your 404 traffic.

SEXMoney.com has over 250 paysites in 25 languages, spanning 40+ niches.

I would create a script that would direct both your domestic and intl. traffic to a site in the users native language, with the appropriate billing solutions. This way you can harness all of your traffic no matter where the user is originating from.
