I think if something suspicious were really happening it's more likely they have him boxed in and will grab him when ready (see recent stories suggesting his capture is near). That would prevent anyone from talking and spilling the beans about previous capture when he is "found".

The best any tape has been declared by the government is "likely bin laden". Not one has been authenticated. Some think recent audio tapes have actually been from his brother.

There is a new insurgency uprising in Iraq the past few days, terrorist attacks are spreading across the world (often claimed to be in retailation for US actions). The crawler on MSNBC just read Donald Rumsfeld says violence will increase in Iraq. Hamas has just declared revenge against Isreael for helecoptor strike yesterday, one of the deadliest airstrikes in the past four years. Iran and N. Korea are racing to win a nuclear arms race and threatening to use them on US interests. To top it off, to keep their war machine in office Cheney is out there now saying voting for Kerry will lead to more terror attacks.

How can you say the world is safer because of this administration with a straight face?

He was too busy trying to jump to Iraq which was a goal before he was even sworn in. Had even half the resources to get Saddam been applied toward getting Osama they'd be bunk buddies right now.
