Lets start.
There is one already in effect. The revised one more likely than not will also go into effect shortly (like once published in Federal registrar). It needs no vote, it is not written by a commission to assure balance or prevent ones personal beliefs upon citizens. It also does not need to be easy, it is designed to be a pain in the fucking ass. |

Rob, there is no real privacy issue in the US. It can easily be made either as part of the agreement or when you take a picture with them holding both id's next to their face and your release is in proper order. You have just created an image that you may do what you want with.
