people who make honest livings pay sales tax and have permits to sell stuff in the streets. i'm pretty sure to sell food you have to have a license from the health department, business name, tax id, and a peddling/vending license. i highly doubt they have any of them.

ermm my sister is married to a family that owns a few farms ... sure they have people who STEAL but they are the people who ship it right out of town .. the people that are selling on the corner or out of there trucks are people who BUY IT
