          I believe its a script to send traffic to different sites.

          (IE: you point a source of traffic at it and it randomly sends hits to two or more different URLs.)

                      Probably a redirect so you can target the traffic eg. uk traffic, french etc.

                          Traffic splitter will allow you to "shave" traffic off of any links on your web site and allow you to send that traffic anywhere you please. This is ideal for sending a certain percentage of random visitors to your sponsor while allowing the bulk of your visitors to visit the desired destination.
