Population does matter because you have a larger pool of professional athletes to choose from and subsequently a larger more diverse group of events to participate in.

However, this does not guarantee a good performance and medals.

Yes but hiring professional coaches and having the best training facilities cost huge amounts of money.It makes a huge differance on the athletes produced.
