I had a friend who want to send them traffic, but not without knowing if EVERYONE is paid for his lost rebills.

I know some ppl were missing some like Rowan. Is this paid now, and for others?

(He wants to send them traffic because he has SE listings on some of their model names)

I don't know about your question on past payments. But last I checked, while their ccbill settings are now set to pay rebillings, the link codes they give don't go to refer.ccbill.com/cgi-bin/clicks.cgi like many ccbill sites; they go to Perfection's sites. There are a few reasons a sponsor might do this, some legit, but it means ccbill isn't verifying you'll get credit for your signups, that's entirely up to Perfection, so you need to rely on their honesty.
