?I still can?t get my head around this as he was skint most of the time. We knew he was in an open prison and came up here at weekends. But we didn?t know much else about him.?

Yet Hoare?s immediate joy at his win, which will earn him at least £6,700-a-week interest while he is in jail, was quickly cut short.

Within hours of landing the money with numbers 3, 5, 8, 18, 28 and 48, he was picked up by police ? after officials ruled his mega-windfall had turned him into a ?security risk?.

Later today he will be back behind bars in a Category C closed prison at Shepton Mallet, Somerset, for his own safety ? with all future weekend leave cancelled.

A prison source said: ?There?s always a danger that when you let somebody out on weekend leave and they?ve got lorry-loads of cash that the first thing they?ll do is buy a plane ticket to Rio.

?A re-assessment of his security status is now being carried out. This happens whenever a prisoner receives a large sum of cash.?

Last night the Home Office said prisoners on temporary release were allowed to buy lottery tickets.

Hoare was released in November 1987 ? but went on to attack the 60-year-old woman.

Caging him for life at Leeds Crown Court, Mr Justice Rougier said there was no sign of psychiatric illness behind his behaviour.

He told Hoare: ?You are a menace to women. Every moment you are at liberty some woman is at risk.?

Hoare wed at Wakefield cathedral in October 1993 after being visited in Wakefield Prison by then-girlfriend Irene Harrison.

His current marital status is unknown.

Last night there was dismay at the HQ of lottery operators Camelot over the controversial win.

It is understood senior figures have told the Home Office they are uneasy that prisoners are allowed to buy Lottery tickets.
