I believe the date that the modified 2257 regs go into effect (they dont need to pass,) is September 24, 2004. I could be of a day though.

First of all, there is no "if it passes"
These are regulations to be published in the federal register, NOT something congress has to vote on.

The effective date will be 30 days after they're published in the federal register.

The public comment period ends on 8/24, then they are required to read and consider all public comments before the regs are published.

An educated guess would be sometime in October.
