Actually a wing that is pitched at the right angle is crucial in the cornering characteristics of any FR or AWD car. It reduces drag and increases down force on the rear tires. But it always humors me to see GT style wings on FF cars, especially non performance domestics haha.

I read somewhere that you really don't achieve the true effect of the wing until the car is doing in excess of around 130 mph.

Anything below that and there is not enough air flow to make a difference.

Based on your average rice burner I suppose.
