I lived in Texas, met some fine (intelligent) people there with an accent.

You can tell the ones who have spent some time in University from the ones who just live and learn (which is just as good imo) - my husband has a Uni. (Texas Tech) degree and his accent is not very strong because of that.

No, but I was very surprised once in Glasgow, got in a cab with an oriental driver, and I thought he just might come out with a thick scottish accent...

i dont base people's intelligence (or lack thereof) on accents but I DO tend to find that people with certain accents have similar personality types
