Means that when you make changes to a domain name.. say move to a new host.. the domain will be a working a lot faster.

no he means when you change dns through control panel of the registrar, not reload your dns server

of course you can update your dns faster if you change your ttl

I have been waiting 2 days for some of my domains to get their nameservers changed to my new server.

I seem to be the only one waiting for it, I tried to visit my page via a proxy and got to the new server.
My friends did also get the new server.
