Getting back to the original question of how we could effectively deal with these people, a couple of people have already said they are potentially from the former Yugoslavlia.

It makes it a lot harder to deal with them since they are in a country that's still struggling. Perhaps the only thing I can think of is starting a writing campaign to the embassy (I would get several confirmations on the locale first) and threatening a boycott. Maybe even write to the US embassy in that country, though they are powerless to actually interfer, the PR alone could be effective.
