Since nobody asked, I'll give my opinion, lol.

In this round, I'm guessing that it had a lot to do with the creativity aspect that was reitterated in the voting thread.

Someone actually went through and counted all the fucking votes?

While PB is very cute and personable the picture wasn't unique in the contest. I think the judges probably took votes into account and made their decision appropriately.

In fact since the contest for each round hasn't been set yet, this could count as one of the weeks.
