There was an article awhile back on Yahoo UK about Al Qada having a plan to affect elections, and they made Spain their top target because they knew it wouldn't take much attacks to scare them.

I find it interesting they can say for sure al-qeida plans to attack before the election but have no specific threats. I imagine before the election they will probably roll out statistics on all the things they thwarted between now and then.
