Open the Netscape 7.0 browser.
Click on Bookmarks
Click on Manage Bookmarks to open the Bookmarks for ...(username) window.
In the Bookmarks for ...(username) window, click on Tools
Click on Import
The Import bookmark file: window appears,
Navigate to your old bookmark file.
Click the bookmark.htm file
It should now appear in the File name: box
Click the Open button
It will return you to your Bookmarks for.... window.
You should now be able to see your bookmarks. If not, restart Netscape.

ok it's easy.

open IE.
FILE>Import and Export
click next
select "Export Favorites"
Keep "Favorites" selected, unless you only want specific folders..
Click Next
Either dump it right to your NS profile or to a file..
Save it on your desktop.

Open Netscape
Bookmarks>Manage Bookmarks
Tools>Import
Browse to youe bookmark.htm file

viola.
