I don't think a designer that doesn't use PS would be taken seriously... getting a PSD file with the design is expected, if you tell your client that he will get a xcf file instead he will probably laugh at you...

The Windows port is .. the Linux version is pretty solid. I learned to do pretty much everything in The Gimp .. then when I moved to Windows I couldn't stand the windows port .. it was horid.
