Best warm place to live economically and socially .... crime/rate

looking for a place outside of canada that I can live, safe economicly feasable and all the other good stuff.

Seriously speaking though Norway I heard is awesome.
In regards to the taxes, I am sure he is used to high taxes coming from Canada and it's OK to have taxes as long as you get something out of it.
Some places tax you and you get nothing so in a way when you get services back to you it's the same as like return on your investments.

I was thinking of costa rica...

CR is prob not bad - in reality it's cheap to live (unless you frequent casinos every night).

One thing that is noticeable (tho may depend on the circles ya move in) are young folks doing degrees and doctorates - got a couple here and, hell, more than impressive, but modest with it. One young lady already has her degree (marine biology) and almost finished her term for.. can't remember - either Ph.D or similar. Another guy is doing his Ph.D at the moment - it sure shows in the quality of what they end up producing and very little need to tell em what is wanted - they just do it.

Not sure how relevant this is for a foreign student - but was asking how much it costs for the extra Ph.D years - silly money - it's only around $250/year.

Other aspects - nice weather - it's 72 in the cold area tonight and prob around 76-80 near the coastline. Food is cheap - most stuff is grown locally and plenty fruit - mango, banannas, melon - prob over 100 fruits. There are no relevant taxes and none on net earnings.

One relevent element may be the language - Spanish, but it's fairly normal for students to speak English as a second language.

Mmmm.. there are actually a fair number of universities and may depend on what area of specialization. There is the University of San Jose, Earth University (amazing place - there is the campus itself plus another 4000 ish hectares and the whole operation is self-sustainable. They have never used the national grid or water for almost six years now), University for Peace and also colleges in Heredia and a few nearer the Pacific coast.

Would need to confirm this, but appears the main interests are in computer science, law and environment/ecology-related.

It's very hard to judge the "best" - only know a couple of lecturers/professors and, only my , but most impressed with their expertise. Stupid me actually asked one for his CV once for a project we were working on. I got a 80 page CV back with testimonials/letters of recomendation from a range of foreign govts/leaders, together with UNICEF and UN awards etc etc Big mistake to even have asked, but we can joke about it now


But... the most important fact is beer is 60 cents and it's kinda good beer

It does not have to be permanent move... but i would like a place I can retreat to. Montreal winters are really getting me down.
