I need to import some dv tapes shot in NTSC format. Where do I find a cheap deck or a camera within EU?

Afaik most/all Sony middle class and above PAL cams can read NTSC tapes. Sales clerks usually have no clue about features like that though. I'd advise you to take a tape with you and try it out in some store, that's what I did. I use a TRV33E for NTSC capturing.
The sales clerk swore it wouldn't work

I imported mine from hotbuyselectronics.com
SONY PC105 does the job nice, love the touch screen and fits in the palm of your hand.

Is the output true NTSC (720*480 @ 29,97) or is it converted to pal?

Digital output over firewire is true NTSC with NTSC tapes of course.
Analog output is converted to PAL, so you can preview your NTSC tapes on a PAL TV. Nice advantage over an imported NTSC cam/player imo.
