Doesn't really work that way in the marketplace... So to answer your question, no.

Most of the companies selling bandwidth the cheapest are either oversubscribing their network or cutting corners in some other fashion.

Depends on who you know and if the company needs to fulfill a comitmitmant. If both of those factors are in place you get a swell deal
