Windows Movie Maker. It's pretty clunky though - it's aimed at complete video newbs. I don't work with wmv much, so I'm sure that there are other programs that give MUCH better results.

I use windows media encoder 9 or ULead Video Studio 8.. Ulead does a better job but its slower than WME...
