CECash (free trials) and mags - now with the new $10 programs! has 2 such sites, has a 5% referral program plus other 2 tiers, 3% and 1%. I don't know if any reputable sponsor will be able to negotiate percentages, since everything is automated. Also
Silvercash has a good public flashing site, pays 10% for referrals.
