whats the cgi-bin for? I've always wondered that

and isn't cgi supposed to be old and slow? why is it still being used today? Tons of interactive sites still have cgi-bin in their url but I thought they'd be using something faster.

Perl programs can be slow.. but some scripts are written in a programming language called C which are pretty fast, and use that same directory.
