I was raised believing that the Army Green Berets were the best. My dad was airborne with nearly 400 jumps. Haha, my mom even jumped out of planes like 10 times. Anyhow, Dad was a jumpmaster for the HALO team, served in Vietnam, and did some other stuff in Turkey too. He was a staff seargant when he got out.
Bottom line, there are badasses all over in all of the different units. I think the question is really too broad to be answered correctly. However, I saw a crazy video about the Delta Force, and those dudes are pretty outragous. :2 cents:

Well, I've been reading books about special forces for about all myu life. UK SAS is VERY good, and although Delta is at about the same level, the SAS is just a little faster. But that seems about the only thing. They train a lot together and stuff.
Foreign Legion is also very badass, a guy I know served with them in Beirut and they shot a shitload of badguys ove there. Foreign Legion also has a counter-terrorsquad that's pretty badass, but I wouldn't count on the FFL to go in somewhere quietly. It's mostly boys with their high-explosive toys.

Seals are bad ass well, but since a lot of the people from delta are taken from Seals and Rangers, my guess is delta is better. However, since they have different specialtis, you can't really compare them.
Force Recon also kicks ass of course, as well does the FBI's Hostage Rescue Team (HRT).
