The stop light cameras have flashes
But if you notice, all the cars' license plates are blanked out and there are no shadows on the people so I doubt it was a flash of any kind. More than likely since this was taken with a police camera they purposly hid the plates before releasing the pictures.

In the first picture the driver is looking at him so she knows he is in front of her. I think she ran into him on purpose. Perhaps trying to be tricky in finding herself a new sugar daddy.
