    I was told there was a way to get the registration fee's waved

      Some sponsors create an account and pay the registration fee for you. But I don't think you'll get the visa electron card "free", just the virtual visa account.

          The personal account with the visa electron card is just $35 (+$5 "load" fee). I got my account directly from epassporte.
