who's designing custom online affiliate programs?
Does anyone know of an online application service that allows you to integrate to any cc processor and develop your own affiliate program? And not spend thousands of dollars in development to do it all in house and host it yourself.

I was with you until the "not spend thousands" part.
The good one's aren't cheap. There's some risky ones on sourceforge I believe. There's also a couple of good ones that you can lease monthly. The best one I've seen lately is from Envisiontext.
