Retouching pics is something I've been interested in ever since I started doing graphics. I learned all I know basically from trial and error, but I can tell you what I use most for doing this.

blur and smudge tool
clone tool
adjust hue and saturation
adjust brightness and contrast
unsharp mask
extract and liquify

I tend to spend a lot of time on touching up pics when I use them for graphics, I think it really adds a nice finishing touch to the overall look of the design
