I was actually really impressed with mexico last time I was there...I was a tourist town, but nevertheless, I could see myself living there :)

rent on beach front appartment 400$ per month.
homes run from 50k up. on the beach.

movies 3.75 first run movies.

This is in Baja calif. about 20 miles south of the border. That way walmart it not far from home.
