European/Canadian hosting companies, which are the best?

I need a server located somewhere on european soil, dedicated box with about 500GB of hdd space. I only need like 5mbps and t has to be capped/trottle not to exceed that.

So, which european hosting company is the best to deal with? I need people who speak english!

Keep in mind that bandwidth in both is more expensive than in the USA.

Do you need it to be in Europe for legal reasons or for speed?
