Buying a domain that was banned from google...

I've been trying to get a site I have listed in google. It's been page rank 0 for months now.

Now after checking archive.org it appears the person that owned the domain before used it for search engine spam.

After checking at google it appears you can send an email to help at google.com and they might reinstate your listing.

Anyone else run into this problem?
