If I'd be a waiter I'd rather have a 20 $ tip on a 300 $ order then a 2 $ tip on a 20 $ dinner ... more profitable for him... Here in Brazil a 10% "service fee" is included in the bill, but you don't need to pay it if you want. Rarely someone lefts a tip over that.
